You may be waiting a while. "Congested" is a semi-permanent status, only subject to change when a major patch happens (or new servers are added).
So the earliest you might be able to make a character on Tonberry will potentially be April-ish when 6.1 is released, and even that isn't a guarantee.

@oak gale Any battlecraft Leves you can find for your given level. They seem to operate in blocks of 5 levels. Remember you only get so many Leve allotments.
