That's up to you. If you're in the final zone, it doesn't matter that much, since you're probably already close to MSQ 90 anyways. If you're still earlier in the content, you might want to level another job to your MSQ level so you don't "waste" the xp.
And no, you can't complete quests with a class that isn't level-eligible to turn them in.

You can also level pretty quickly - 60-70 do roulettes/dungeon grind, 70-80 Bozja, 80-81 one day's worth of roulettes, then 81-84 you can just spam your highest level EW dungeon.

60-84 GNB is going to take a lot more than 3-4 hours, since they only buffed EW dungeon xp.
Previous dungeon xp is horrible by comparison.

tbh, it might just be more efficient for me to enjoy the remainder of the msq quests as a dragoon and leave all the optional quests (excluding aether current ones) alone until I get a job up to that level in those areas.
