However, I can say that a significant portion of players do regularly remove their gear to cheese the ilvl requirements and force a Crystal Tower alliance raid in alliance roulette, because it's a faster run for the same amount of tomestones.
I personally hate it because those raids are such a drag, but it does happen quite a lot.

For the new raids, does it matter which of the 4 you do for the gear weekly? I assume the sword only drops on the 4th but the rest I mean? I'm farming the first for the card but unsure if I "need" to clear all 4 for all weekly drops or if the regular gear exchange item weekly limits are shared between all 4 anyway.

You get 1 drop per fight; need to do all four to max. You may want to get accessories > limbs/head > body/legs to get the most ilvl out of the time before savages. The Balance may have specific gear to target within the first couple of weeks or state BiS.
