Note that Congested status is different from the temporary character creation lock. Congested status means no new characters or transfers in, period, until Congested status is removed by the devs. Server lock is only active if there are a lot of people online and updates every few minutes.

Did you try restating your computer? If so try going to your documents> my games> FFXIV and the open up the FFXIV_BOOT.cfg and locate the BootVersionCheckMode. Once you locate that, change the 0s to 1s then save.
