all you need is to buy the game on PC, add it to said account, and it will let you play on that char no problemo

Now some servers have more players of some areas than other so there might be some slight downtime at specific hours but with the crossworld pf being a thing now, you should be able to do content regardless of the hour (except niche ones like PVP which can take a really long time to pop during downtime)

So if an actions wants you to hit an enemy from the rear, True North lets you be on the Flank and still get the bonus as if you hit from the rear.
