Depends on your region.
Most regions/countries are supported in account creation. There are a few which aren't, and people from those countries have workarounds.

Silly? No. But if you start leveling another class around that level you risk getting burnt out by doing low level content over again with no high level content to balance it out. Purely up to you though, if you want to go for another class then by all means go for it though

That as well. Expansion jobs start at 30, 50, and 60 respectively. You need just a job at that level except for the 30 jobs, as that requires access to ishgard which is the first expansion, which requires you to finish the base game story quests

The thing is, the five quests that are prioritized will show up as icons on the outside of your minimap if you're not in range of them. You get an arrow showing your facing and a wide angle for your camera facing. If you want a specific quest not showing up as your top five--you can go into your journal and select a quest to force it to be prioritized. The function you want is there.

The map is showing you right now you're in the wrong zone--so you need to go to that zone. You can't get arrows to a place that's not in the zone you're in.
