Doing the fight for Red Mage level 60, I can't seem to kill the damn fire spirits fast enough.
One problem that seems to keep coming up is that even after I cast jolt I'll still have a full casting time for my next spell as if I didn't.

A very crude way to fix this is to move your character while pressing the hell out of your second spell
If the spell start to hard cast, it will be interrupted by you moving around

if you do Byakko EX at 90, you have a 20 level advantage - but the stat difference would be only 20% - 1% stat increase per level

running those two dungeons (particularly Aurum Vale) will also help you push to level 50, where you can do your level 50 job quest and finish your artifact armor set...and also immediately get a coffer full of ilvl 90 gear to replace it
otherwise since your accessories (right side) are likely dragging you down try to find relatively inexpensive replacements on the market board. I wouldn't pay too much as the post-ARR MSQ quests will shove accessories at you

which is a massive boost to what you have now
I would recommend doing a leveling dungeon or leveling roulette to get to 50 so you can equip your level 50 job gear (the one that is item level 90)

If you do the hall of novice, you get a ring that gives you bonus% XP under 30 (works when synced under 30). There's also earrings you can buy from expansion preorders which are a further bonus%. The ffriendship circlet is a RAF reward, it gives bonus% under 25.

There are, most are from preorders and other limited time things. You can get the Brand New Ring by completing the Hall of Novice tutorials. Recruit a friend rewards a head piece. And you can get an earring from Bozja.

Tbh if you're still doing the msq, you don't want to be too overleveled anyways, and the msq gives more than enough XP. For alt jobs, the armoury bonus helps.

Spiritbonding gear isn't really that important. All it does is allows you to extract materia from the gear.
There's no real reason to grind FATEs or levequests on your first class, either.

Mmm, the best answer would be that it relates to your character level vs. the content level. You don't get a ton of spiritbond from doing levequests/FATEs to begin with, and doing ones that are 3-5 levels lower than you is going to be even less.
You get more spiritbond from fighting enemies at or above your level, and from doing instances.
