You'll get more tools to do this as you go, but make sure to read the tooltips to see exactly what your spells do. but a lot of the recruiting ones are definitely on the higher tiers
that said you can start learning/clearing in PF, I did E9S and E10S in PF in a few days(last week too)
Balance discord sometimes has a "starting BiS" type set, that shows the easily obtainable gear to get started, it's generally a mix of Exarchic(crafted) and Eden normal, with now some Bozja stuff mixed in if you can get that(Judge armor) and Emerald/Tome/Relic weapon

The game throws poetics at you once you start unlocking the various level cap roulettes (50/60/70 dungeon, Alliance raid, MSQ, and Normal raid)
Nearly every post-patch instance rewards you with some quantity of poetics just for doing them.

One thing I'll add, that many new players miss is that you should be doing your class quests every 5 levels back at your guild (until level 30 - after which they'll be at a new location that you'll be directed to). Those lock important class skills and you'll be handicapped without some of them.
