Licenses are stiff I’m afraid, if you were on a trial that’s fine, if you received an actual license then you’re out of luck as such. A new account is the better option, trial even better if you’re limited on play time as the story will take you a couple months or so if playing casually
Level 15 these days is about 2/3 hours or so into it

yep that works. just get enough ilvl so you have access to content as you get to it. for example, in the later MSQ dungeons, you will be required to have a certain ilvl in order to enter it. same with alliance raids (nier 24man raids) and normal eden raids (8 man normal raids). to get higher ilvl, you might have to farm some allegory tomestones for i490 gear to bump up your ilvl average, or grab loot from dungeons/raids. getting exarchic basically skips all that and gives you enough ilvl to enter extreme/savage content right off the bat

Yes, just to talk about your specific examples. the evoker's set can be bough from the calamity salvagers in the 3 major starting cities
and the summoners gear can be gotten by trading tokens from snowcloak/sastasha (hard)/sunken temple of qarn (hard) in mor dhona
also a lot of the gear given from the msq or job quests in general can be usually easily gotten again from vendors as its for the most part NQ(in ARR)/HQ(in expansions) crafted/vendor gear
