ilvl is simply an average across all slots. Add up the ilvl of each piece of gear you have (weapons count twice for jobs without an offhand), then divide by 13 (total number of slots). And then round down

the reason why people say potd is better (and usually with the caveat that if your dungeon queues are 15+minutes) is because potd doesn't have a hard composition requirement on it
