you could level your gatherer (miner and botanist) ahead of your crafter so you won't buy the mats from the mb. As for the weaver itself, yes you may want to level the other crafters at the same time since some of the crafters share mats with each other.

high sps is more like 3.7k sps. If you want to go full spellspeed then you can go for full spellspeed, that's fine. There's not really a wrong answer for spellspeed unless you're at a spellspeed that you're uncomfortable playing with
3k uses modified JP opener (or double sharp), but it's not that you aim for specific spellspeed amounts or tiers for the openers, the amount of spellspeed you have just points to which opener options you should be considering
some people like high sps, some don't (I don't like especially high spellspeed personally, and prefer going with a crit set with a more moderate sps)
there's not really any caps or anything to worry about, or like "get this amount and focus on other stats"
its just a preference thing, and a stat that the job scales well with (alongside other secondaries)

hmm, how to put this. It's not specifically about trying to reach 3.7k spellspeed or anything. That's where the high sps BiS ended up for this raid tier, with a mixture between savage and augmented tome gear optimized to give the highest estimated output with a high spellspeed. Has some spellspeed melds as well, sure
but if you're not getting BiS, your goal shouldn't really be "hit x spellspeed". If you want high sps then if you have two options with the same ilvl go for the one with sps on it. Meld sps where you can. You can optimize a set past that instead of just funneling sps entirely to get a better set, but if you want to go full sps that's fine
there's not really any specific number or anything to shoot for, there is no "optimized spellspeed"
