if the cmos battery dies and sony's time server now longer exists (the same one it uses for PS4 and PS5) then it would be unable to determine the time correctly and not boot downloaded games at least.
for the ps4 it wouldn't be able to boot retail software either, but they fixed this on the ps4 side at least. I am unsure if they sorted it for the ps3

but most cards i've seen for the polaris generation were awful coolers causing them to run warmish

thermal paste does, like, "go bad", but the contribution of the grease to the effect is pretty small with a large enough clamping force
you have such a tiny layer of compound at the interface the oil is irrelevant unless you have some thermal expansion causing the parts to decouple over time
