Ok. So I remove everything. Swapped my boot drive from slot 2 to 0, and now it works. I don’t think swapping it from 2 to 0 affected anything, but it’s working now. Downloading GeForce experience now.
Everything minus the aging HDD has been put back in. No issues. So far.

Would a sus oc make a gpu run at low utilization? Coworker installed some m.2s into his pc and all the sudden his utilization tanked, I assume he went into his bios and messed up his oc he had
He's running a ryzen 7 5800x, 3070 ti, 64gbs ddr4 at 3600, a shit ton of fans, an aio, Samsung 990s, and an rmx 750w
His cpu and gpu were both oc'd, so I'm assuming one got messed up when he installed the parts

since it's trying to avoid thermal throttling
it doesn't sound like a power problem since 750w should be plenty
for the moment i would try undoing the overclock on graphics card back to any factory stock numbers and see what happens
