If you're getting everflame runes from the king, you aren't in cogah. Treefell only drops in cogah mode.

You need to get Verminia to level 2 by brewing potions with her. When you do that, you'll unlock the recipie for the cogah potion. Remember, Cogah is the game's hard mode and the fight will be much harder. Cogah ends if you log out or die and you will need to drink another potion to enter it again
