This was unexpected. In the screenshot some examples of the unpleasant lighting changes. Also in some locations unexpectedly bright or dark square areas appear that shouldn't be there. My experiments showed that this is related to dynamic lighting. Disabling it improves the situation slightly, but doesn't change the overall picture. I tried to diagnose game files, but nothing changed. My card Radeon RX 560 Series, Dx11.

I would suggest adding info on your graphics card and current graphics settings (e.g. also whether you are using DirectX 11 or 12 etc.) for the game. That might make it easier to identify the issue.
Enable high shader quality
This doesn't affect anything. This option have bug too, where many objects, like water or tree resin, initially don't have textures. If turn this option on and off, the texture appears. But it doesn't affect to lighting. If this option is enabled, shadows start have strange squares and steps.
The Radeon RX 560 Series is comparably old (~2017?). Did it look much better prior to the patch? I fear that the card might be very close to the lower end of what is still supported. But that is certainly worth for DE to look into if they intend to support older cards.

I played P12 and everything was great. I feel very good with upscaling-stability, and with high graphics settings with no effects like blur or glow.
Fair enough, that does look ok given the graphics card.
Btw. you wrote "Patch 13". I assume you mean since the introduction of Preludes 13, or did it only change after one of the hotfixes after Preludes 13 launched?

The patch notes unfortunately only mention very generally "Continued updates to lighting, VFX, environment, and volumetric fog."
In any case, it's good. Game stability and my fps very improved in Prelude 13. But strange that I haven't heard about anyone else encountering this problem.
I could imagine most players have a more recent graphics card where this issue might not be present. From what I have seen, your card lacks some features that might relate to your issue if DE, for some reason, optimized for more recent graphics card models. My personal suggestion would be to see if one of the upcoming hotfixes fixes your issue. If not, try to contact support directly as this might be a case that otherwise doesn't get a lot of visibility. I mean, the game is currently advertised to run on any DirectX 11 graphics card or above, so I would expect this to be something that they should fix.
