I thought I had to do a quest or so ti get it to work, but I saw someone exlain you can get your other starting weapons from it. But I tried a hundred times to move beside it, touch it, no prompts appear. It looks like a decoration with no use at all. How to get the bow ??

It used to be used to buy slots, but that was moved to Zenith. You can get the other starting weapons and pacts from your Faction.
