That’s happened to me too, though I didn’t remember that I’d been using my 1. Might have misclicked, and hit 1 when I meant to hit 2. Or I might have misremembered and forgotten that I’d tried to use my 1. But I can certainly confirm repeatedly getting locked out of attacking mid-combat on Bromius.

Don't attack right away, let the animation play out.
My partner had this exact bug and after I found another (this is the 3rd thread for this issue) that said they tested it and if they attacked before the anim finished they got locked out.
Every time he waited for anim to finish, he was fine, if he tried to attack before it bugged

I had the same problem today, but it was only on Bromius skill 2 (The roots thing). It was happening consistently every fight until I stopped using that power, and then never happened again all night.
