The fact im running it with my pc (literal like worst specs) at the lowest settings its definitely open to lower end pcs
Yes I do lag heavily but like 90% of computers will beat mine

ok im glad to see that i will be able (for what i think 80% of performance) with my PC that has kinda your specs too
note: turning on high quality shaders improves the look of the game while on low settings, so its not as bad as it seems
posting here as it is relevant
with setting basic settings to high and adding on bloom and color correction
more of middle grounds than high or low

Warframe does have an experimental HDR setting
