Look for a red balloon. Under the balloon you'll find a chest with a note. Read the note, and then the location with the chained wolf will show up on your map (unless they changed how this works... 😅 )

Ode Tempest has seen changes in a few patches but there haven't been nerfs (or buffs) for a while until 14.5

Ah now i get it. Before the changes, Ode tempest basically makes the Envoy invincible status

Now it just mitigates damage

Plus the blue ability has charges

Before, the shield only has a time limit that makes you invincible. Now it just lessens damage and has a few charges
