Cant buy any skin tokens despite never buying any before

Despite not ever having buying skin tokens it says I have the limit whenever I try and buy any.

I also have enough credits so I'm not sure exactly what the issue is.

as there is no option to spend 5 skin tokens I do not believe it is possible I purchased 145 and have 0 remaining
