This parental controls issue only happens in ms store/ xbox settings. Either your Xbox settings or some other players xbox settings restricts u from joining.
If it's ur settings issue than it can be fixed by this steps I sent in ss.
But if it's due to another player xbox settings u can't join until unless they fix their settings or leave the lobby

Same happened with me, I was so much annoyed, which resulted in shifting my AU from Ms to steam
And till now I didn't saw that issue
