If you're unlucky, you won't get a certain character for at least the next 1 account, or maybe more. I've shot over 1,600 times and never caught a Rilmocha, a pink one, or even a xiaada, etc.
This is a gacha game. Gacha games are only gacha games because they give you characters through banners. If the game doesn't do this, it means it's a bad gacha game, as is the case with Etheria.
