Every one of these games has that, and it's usually even worse (15%} but it's still 100% consistent wr because of a combination of factors. In short, if you can tank a few rotations of the boss, you can still kill it even if you miss a debuff or two here and there. Lower HP, damage, SPD, effect res(to the point we reach the ideal 10% reasonably) all contribute to consistency, and at some point, it becomes 100% or 99%> wr.
There's a chance that the HP and damage nerfs are good enough that we don't need to land every debuff to succeed. We'll see.
