Maybe an m24 is not the most effective, but they could put more modern bolt-action rifles. This is because these rifles are supposed to be more accurate than TDs due to their simplicity.
None of the maps are going to be big enough for that amount of accuracy to matter
Semi autos are plenty accurate out to incredibly fat distances and are much more flexible than bolt actions are

And like I said, a bolt action rifle is supposed to be more accurate because it has fewer moving parts than a TD rifle. This is why some SWAT snipers use bolt action rifles over TD rifles. Also, it's not something that affects me much and I also don't see it as a weapon archetype that affects the development time that much (The devs once said that adding a weapon to the game usually costs them a day or a few)

There will not always be a modder community that does all these kinds of things, it is like waiting for your lottery ticket to be a winner to be able to pay off a debt that you started just by having that idea in mind. You can check example's like thunder tier one or the one of O:HD who hoped to support their games based on the mods made by the community.

But this game isn’t about extreme ranges so a bolt action wouldn’t make sense
and the reason why some police and swat teams still use bolt action rifles at not huge ranges isnt because they are highly effective at low-mid range but because police departments typically are not as up to date and do not have as much funding as the elite units we are playing as

Nobody is saying that bolt actions aren’t more accurate than semi autos. We are saying that it doesn’t matter for the distances we will be engaging at and overall a bolt action would be less practical than a semi auto

on any weapon that isnt a smoothbore or some shit you probably wont really notice any inaccuracy below 150m
