If I had to choose 1 and 1 only, I would lean to the (No Scouting Buff).
It gives me peace of mind as well, if im unable to log on, or had a busy day and an unable to get to my profile and I set up a Scouting Block/No scouting bluff. Id have a bit more of a secure feeling about leaving "unattended items in the city".
