You sure your system is not reserving it? When you have alot of ram the system tends to hogg it but when needed cycles it back this is something you can setup not sure if its a default thing however
But the system can make it look like its using it but its just on a sort of hold reserved but cycles back and forth when needing to give it back

I mean it has to go somewhere, in advanced view is something increasing, if it does not tell, i would run a cleaner and see what it finds because it is being allocated somewhere but if its a hidden process you gotta find where its being hogged and why

Probably noxvm. Vt should be on but you could try disabling hyperv. Not sure if it's bare metal with windows hyperv but if so it could hog the memory without it really showing up.
