doesnt make the casting bar go quicker, however it shortens the wind up animaiton you do between the end of the bar, and the actual spell leaving the staff

Have you seen Vincennts battlemage cleric? Thats the only way I build cleric now. Pretty good support if you want, plus crazy damage and survivability

No its not worth that much. Literally 30 to 50 is enough. Shoot for 40 if you care. But you dont need that much. It wont really save you in the end
