players can do this in PVE HR or in S2R. PVP HR is the only mode hurt by undergeared opponents. Everyone in PVP HR should go in with something to lose, otherwise risking anything is disincentivized.
You want the people engaging in PVP HR to have the best chance of good loot as possible. This was one of the major driving factors keeping the mode alive, players had the loot. We've strayed too far from the path on that

Sorry, but I disagree. I find gear checking utterly boring and unsatisfying - both when I do it or when it happens to me. But I think there are many different kinds of players and we all want something different. HR PvE is just bad for me - I'd only go there to learn HR versions of bosses or get used to some mobs (not the case anymore for me). I'd still want to go HR PvP if I was poor to farm gear to sell.

I think the low gear players are not the issue here. It's not because of them that people are not playing HR this wipe and are choosing to PvP in normals instead. The meta is just very unsatisfying - too many rogue landmine sweats. I've played some HR but every time I killed a juicer I was instantly 3rd partied by hide rogue. I'm 100% that a lot of players quit trying to play high gear HR solo for the same reason. A lot of content creators complained about rogue meta in solos and IM did NOTHING about it except nerf throwing knives (which shifted meta from rogue mosquito to... landmine hide rogue, great...).

When players bring in gear, this vastly improves the quantity and quality of available gear in the mode for everyone. Players are SUPPOSED to be the juiciest targets in PVP HR. So everyone gets more opportunity at better gear when everyone has to bring in gear... but you're arguing against that because you want to enter PVP HR for loot. Its a bold play, cotton. That's not a trade off. That's still having your cake and eating it too. You want to play fighter and use two weapons, pick the slayer perk. You want to be able to block...don't pick the slayer perk.
