Hit them ideally with the dark bolt headshot while you still have distance with the 3 stacks, extra points if the oponent is a magic caster and you used eldritch shield to full tank the damage, then the dark bolt will do:

For the second artifact I was thinking of a rondel or castillion dagger called "Eldritch Edge"

That deals a set amount of dark magical damage and stealed away 1 all attributes from the target on hit with a maximun of 4 or 5

and if you kill the target, you get to keep the effect as long as you keep holding the weapon (but you wouldn't steal attributes anymore), and upon swapping you'd lose them but be able to get them again, if it was the castillion instead of the attribute steal they could have:
1st and 2nd hit: increase target's dark magical damage taken by 25% per hit (max 50%)
3rd hit: deals high dark magical damage, knocks backs and slows target if it hits
