I did some research, based on data found- I think this is more reliable than hitting gold pile 1000 times and I can give example on artifact.

Every boss kill gives you 3 separate loot rolls.

Each roll is like a bag with 10,000 balls:

Example:
4,700 = Epic
5,150 = Legendary
150 = Artifact

Grab one ball. Put it back. Repeat 3 times per kill.

Concrete example - FrostWyvern, HR IceAbyss, 0 luck
