Well for one PvE the quest items from bosses are much lower chance to no chance. Then the best u can get is purple items. Becuase you cant kill you cant loot bodies and then that leaves the fact that the competition for loot is much higher and ppl run around and become vultures stealing loot. So yea PvE really aint op
