I am not an expert, but it may be a driver issue. Update your driver and restart your PC. If that does not work, then just deactivate weird settings, that are/seem not necessary or just cause issues like VSync.

Just a matter of playing around with your settings, based on your specs of your current setup.

(on every game) even extremely non intensive games . my frames consistently sit at 200+ on dnd but every 10minutes or so i get like 15fps for about 10seconds then it fixes. it consistently does this on every game ever. pc isnt overheatting or getting hot. cpu/gpu usage stays low. plenty of ram. any thoughts?

its like tax brackets. if you have 45 mag power 5 of those are each worth 1% each. often it may be better to go for mag dam bonus

-jumps (to avoid slowdown to bandage,aim bows,drink potions, cast spells)
-abusing weapon switch in inventory to switch weapons instantly
-turning around while in the air to avoid slow down and be able to look behind them while running forward with no negatives because turn rate is tied to mouse sensitivity.
-Running sideways has no motion penalty which negates the negative to movespeed penalty to running backwards.
-Weapons (especially the big ones) can be manipulated to swing in tight spaces by dragging the mouse around as the hitboxes of the weapons do not appear until a certain point where it should have hitboxes during the entire swing

These tiny things that HUGELY affect fights right now and I wish they'd address as these problems as early as possible because the longer they leave it the worse itll get when they add more perks/classes/maps etc.

as a bard it should be really easy to keep up with them if you have all your buffs put on. but i would say do basically the same thing. keep them past 8m and bait them into a close area with more cover to duck behind. you got stuff like the lute slow and shriek to make melee alot easier to do.

I have a discussion around socketing and true damage to make. To start my argument it is important to note that an item can't get both a true damage and additional weapon damage rolls and that +1 true damage is objectively better than +1 additional weapon damage. So for items like rings that can only get up to 1 addition damage, these items should ALWAYS have true damage instead of additional weapon damage if maximizing damage. True damage socketing is making additional weapon damage on some items dead content, so I argue (a hottake) that socketing shouldn't be able to give true damage rolls at all or at least to items like rings and gloves that can only have up to +1 additional weapon damage.

additoonal weapon damage is not found on the same items as additional true damage. I assume you mean additonal damage, which is not the same as additional weapon damage. Additional damage and additional true damage also have a distinction between them. One has a hitbox multiplier and the other one doesn't. So if can consistently land headshots, and the target does not have a high resistance values, additional damage actually outperforms true damage. Additional weapon damage is completely different in that it scales with your physical power bonus.

Back in the day you could get 'weapon damage' rolls, which would increase the base weapon damage of a weapon (which is what scales with phys damage bonus), and I am pretty sure an additonal damage roll isn't this 'weapon damage' roll. An example to my argument is glove, they can get additional phys damage (aditional damage to phys weapon) and they can get true phys damage (but not both rolls at the same time)
