Here's my probably controversial opinion. I think they should keep buffing all classes, there are a lot of niche perks in the game that see no use by anyone. I'm using morale boost now, cause it's actually feels like a viable skill to use! If every character gets buffed then eventually everyone will be back on an even playing field again and every perk will find a use in a build, the only change would be PVE would be easier due to the buffs. It's a bit of the game dev talking in me, usually constantly nerfing and re-tinkering with values leads to nowhere.

I "really like the system" of the ongoing dungeons, I killed two in the ruins, then I killed two in the castle, another in inferno, and when you fight ghost king, at the chase stage, two barbarians come in and slow you down with the help of Francis, after that you are a corpse..... great game and interesting contests losing four sets in a day with this strategy, everyone is just waiting for the chase phase and slowing you down, and that's the end of your game... =/
I'm specifically waiting for the last +- 5 minutes to kill the boss and get out, but there are people sitting under every door waiting for this boss phase... Are you kidding me?

Barb could win anyfight before these changes. Oh No a 1000 Hour playtime Barb killed 3 timmies with bloodlust. Barb could do that before, by just baiting them through a door way, and then running them down with achilles.

The changes to morale boost and bloodlust dont really matter. It will make for a few splashy reddit clips, but skilled barbs will still run the same perks and skills they did yesterday simply because they are better and more reliable.

All in all Barb is the same today as they were yesterday, the buffs are optically bad sure, Barb needed a nerf, but they were overall meaningless, and in a vacum were probably healthy to promote build diversity.

Patch notes are always half full of complete and utter lies due to them not being able to see the color red when it pops up in their coding. It's obvious they have no direction and don't plan beyond next week's patch. It's sad to see how much development time and effort gets wasted on this game, just look at expressman last season, they spent the whole season developing and fine tuning a feature only for it to get completely scrapped with continuous dungeons. All the balance changes are just fiddling with numbers back and forth, locust swarm was broken before, then it got nerfed too much now they buffed the hell out of it again, it will probably get nerfed again in a couple weeks.
