My Kirk is using dual beam banks, though I know that dual heavy cannons would be substantially more powerful. Still, 32c dual beam banks are neat.
Even if weapon effects are too weak to consider for builds, the 32c weapon effect of boff cooldown reduction is good for a touch of extra unconventional systems performance
