That's also true, but that doesn't always happen. Usually when that happens it's very clear the group is rough. Not always, but usually. On 20+ I've noticed that less as people usually have their stuff together by then as long as the leader is selective and isn't picking up people who got a bunch of carries. It's a risk I've grown to accept, but it doesn't mean I like it as there shouldn't be a risk like that in the first place.
I've noticed that more happening in the 15-19ish levels. People farming out io but aren't completely comfortable with their spec or the specific dungeon yet.
But, honestly... I get it.
Hopefully we see some improvements in the next season or next expansion's seasons.

Wellllllllll, I'm happy havoc is doing good! But uh, yeah. I only got around to clicking on one last night, that being blood dk and they were complaining about people choosing the right transmog but wrong set. I'll have to check in a bit.

Frost Mages are just making a choice I don't agree with.
Part of the problem is that high-end (or folks who want to be high-end) raiders and M+ players want OPTIMAL BUILD, while casuals are more wanting the choice that affects your baseline rotations. And those choices are just not compatible.
