You only need to level 5 toons… the rest will go to training ground

5 toons/characters… the rest will go to training ground

The units in training ground will copy the lowest level of the 5 levelled characters

The 5 characters you will level should be the current highest tiers because they have higher cap…

For your pic above… you can go with Abe/Andrea/Lake/Chemist/R…

Also natural blue characters… like Kate/Sarah/Jeff… don’t level them… they are fodders to tier up your main characters…
