Is it possible to prevent a user from seeing all the other users when adding partners?

Currently, when a user goes into the settings and wants to add a partner, they can see every single user of my Immich instance. I would like for privacy reason to not allow some users to know which users have an account. Would it be possible to add an option to add a partner by mail address and prevent them having access to all the registered users?
