Immich never touches the original file EXIF. only the sidecar.
ok, then the question still stands in two forms: How to do the changes on the files, AND/OR how to make immich assign a location to photos.
on the website, if you have one or more photos selected in the timeline view, there is an option in the dropdown in the top right to set the location for the photos
if you are viewing an individual photo there's also an option in the photo details to add a location
