I'm getting the same thing (Brave Browser)
Turns out, it was one of the features of my VPN blocking it:
NordVPNs Threat Protection: Web protection.
As soon as I turned that off, I was able to reach ChatGPT via the browser.

I use NordVPN, and if I turn off the VPN - ChatGPT doesn't work... because it's not the VPN itself that's blocking it, it's the "Web Protection" feature that's blocking
