They nerfed stego for how much of a staller he was- proto lux is worse in that regard and he was untouched, so it is only fair that they nerfed proto as well for the exact same reason, right?

Ungulatus was nerfed for its stall at lower rarities, proto lux competes in the general meta, where he can't even reach low tyrant

It isn't.
First and foremost, is not used at all by top players (according to popularity tier list on PaleoGG). If it was broken, you would see at least being used by some of them. Heck, is out of the 3 cheat death apexes, the worst one

Second, it has a fair share of counters. Comparing it to a truly broken creature as of 3.15, like say, Spinotops which only has 3, and those are still rng dependant (in 3.16, Atromolistis would be its only true counter, since Atromolistis can now survive a crit)
