In Brawl, the battle usually starts without issue as soon as both players select their moves. However, for rounds after, the clock often runs completely down to zero even though both players end up having all their moves selected (no basic moves selected meaning moves were chosen before the timer ran out). It happens so much that it can't be players waiting until the last second to choose moves. It has to be a bug. And it's super annoying. Especially when we both have just one or two creatures left and it only takes a second to choose your moves but you have to wait the full 45 seconds.

No, I haven't been able to find a trigger for it. I'm typically using the same team and using the same moves but sometimes it happens and sometimes it doesn't. I'll report here if I notice any patterns.
You can select all the moves and not hit the button to confirm the selections in the end. After the timer has run down the selected moves will be carried out nonetheless. Some players may choose to do so in a toxic way but maybe this does not apply here.
Dang if this is the case, then there sure are a lot of toxic players out there. Never considered this but I think you might be right. It's very sad really.

It also makes sense now why it doesn't ever seem to happen on the first turn.
You're very welcome. Again, this might not be the case for every instance so better have the team look into it - and maybe change that mechanic.
