So either they need to up the odds when fusing hither rarities? Or reduce the dna and coin cost the higher the rarity?

Reducing the cost the higher rarity makes no sense at all, apexes shouldn't cost 5 coin to fuse and only 5 legendary and 10 unique per fuse, it would make them so easy to get any every apex hybrid would be maxed within hours if you can level the components to 25
2k a fuse is a little bit much so maybe cutting the costs so apex is 1k, unique 500, and everything else stays the same would be nice
But it shouldn't cost less to fuse an apex than a rare because the whole point of progression is that you would have enough to afford the increase in price for a higher rarity by the time you can unlock it
Well right now say you fuse a unique with a rare that's 500 dna per attempt, and 200 epic dna per attempt.
Now let's say all those result in 10 dna dud fusions. That's 25 times required to get the unique. Which equals 12500 Rare and 5000 epic DNA you need. Plus 25000 coins.
The coins don't matter but it's that very hard to get rare and epic DNA that does
Getting 25 tens in a row probably has such a low chance of happening that that scenario would never be a concern
well then let's say at worst it takes you 20 attempts that's 10,000 rare DNA and 4000 epic DNA. Which is not easy to come by. Like at all. Especially if it uses event only dna creatures.
The fusion costs could be too high if you're in mid game but it's usually not too big of an issue by the time you get far enough, maybe fusion cost could scale with level with the current amounts being those for a level 20

I mean the cost to fuse, at least for coins isn't much of an issue once you get to level 20 and are fairly active
So the cost of fusing and leveling should increase with the player level?

What they should do, is have them based on the raid amounts, between 15-30
That wouldnt solve the 200 epic dna per fusion lost on a 10 fusion issue.
The question is, how would they fix it? Otherwise, it would just be 20 every time.
I think any fusion above Epic removing 10s could be a good thing.
But level lock this until level 18
