There’s 2 options. Either 1. They have no control over guest list and as such the GL is not reflected in the overall cap or 2. The GL does affect the cap and ticketmaster can impose a further cap on guest list. Ticketmaster is also on a heavy monopoly being owned by livenation so yes they can in fact impose these limits on their artists
