My S24+ suddenly today is getting pop up ads. I haven't downloaded anything malicious. What could this be? Ran a scan and everything came back ok

My recommendation and best bet is to back up everything and reset the phone

Hmm, I looked through all the apps and I don't see a single bad actor, I'm genuinely confused.
I'd recommend doing this:
Apps -> 3 dots (at the top) -> Special Access -> Draw Over other apps
Turn off everything that isn't Samsung's.

Just disable all apps other than Samsung's own in there.
It could possibly be something that infected one of the other apps from the developer's computer

You might of allowed a site to push notifications on the browser but see what app is sending them

No I downloaded that after I got them
I basically download almost nothing to my phone apps or files

You might of allowed a site noti access by accident. You are going have to clear the data on chrome in settings
