A hated character may drive discussion in the playerbase but that's just it. People usually don't hatepull and spend their precious currency on characters they want gone/erased/eradicated.
A forgotten character can be revived by a design upgrade and re-launch (e.g. D:Killer Wife), a despised character is tainted forever unless given an in-game redemption arc or smth.

With 2 yearly character polls done, and the revenue from 48 character banners since launch, i'm pretty sure SU has a damn good idea of what their playerbase wants wrt Nikkes.

It's good data for them to base future releases on.
