  Skill 2:
• A normal SR auto shot is 1.317s. 8 full charge is 10.536s, and without ammo option, it becomes 12.5s due to reload (assuming 2s). Whatever it is, she should only proc it once per burst rotation. This is lower than Liter n Volume (8.21s), SHelm n Dolla (6.62s), Doro with Priv (6.24s ~ 4.68s) Sakura S2 lv 10 (4.84s). Only higher than Dorothy non Priv (3.12s). If this effect wasn't improved by leveling up, she would go to slow burst gen team or go with another CDR.
• Attack damage up: This is even yike. Assuming 69% growth rate, the lv 10 Value may be 5.05%. Pretty much half of Helm. At least you can maintain it uptime 100% due to 5 shot only takes 6.58s. Even with reload, it only takes 8.58s < 10s duration.

It would heavily depend on how her numbers scale. Alice provides a huge boost in DPS to Scalter, so for her to push Alice into the Red Hood team her skill scaling would have to enable enough damage to offset that lost DPS.
An extension to that is we also need to know how her buff to pierce damage works. If her bonus to pierce damage only applies to hits after the first for a shot then the scaling would need to be even more crazy.
With our current info and assuming a reasonable scaling to her skills, I don't think she'd pull Alice from Scalter comp all the time, though she might for the upcoming solo raid since Stormbringer is a boss where you pierce on core hits.
