It’s not as crazy as it sounds since it only procs once not over a duration. All it does is makes sure skills with cooldown buff are up while you are bursting.

You can compare the wording against Dorothy skill cooldown reduction that has a duration for how long it lasts.

So the only ones that would really matter is Yulha and Dolla buffs will be up for Snow White or vesti teams

On vesti might be able to swap out dolla for someone else to get use out of while bursting every 5 seconds since in the unconfirmed kit her burst reduction is like liter plus dolla together
