Dorothy's skill 2 is reduced by 18.32s, so it's down to about 2 seconds, very close to her ult. But it's not worth it because she is also burst 1 and then there will be Centi that creates a shield, plus the charged skill 1, reduced by almost 10%, it will be equal to about 100%++ so when opening the ult of Neon with Centi in the team, you will have a shield constantly generated. This one is kinda interesting for PVP cuz her ult(Neon) also increases attack speed.
