I'm pretty positive the new meta will become Dorothy/Liter, Blanc, Scarlet, Modernia, Noir. With Noir and Modernia swapped positions for bosses so Modernia isn't bursting.

you don't necessarily want to run Noir on a team with Blanc

if you can that is really good

but if you can Noir is still very good

Blanc always needs to be paired with someone else
either a different 20s B2 or Noir
because otherwise the 60s burst cooldown makes her terrible

in contrast Noir mostly just loses some hit rate and extra damage
which can be compensated by bringing a more offensive B2 than Blanc

Her weapon type is not good for arena and she'd be countered by Emma.

I don't think her invinciblity stops Privaty's stun. That stun would still shut her down even if she takes 0 damage from it.

I think she could be good in arena if there's no counter against her but I don't think she'll shake things up like Jackal did. She's not even worth considering outside arena.
