I see that the custom skin creator can make custom skins for herobrine. I also see that some default models have elongated limbs, so I'm wondering if you can make a model or skin of the regular Enderman.

If you're using the datapack, it acts as both a resource pack and a datapack. You need to put the downloaded instance in both resource pack and datapack folder. For the mod version, I'm not sure.

I'm not sure then. I don't think it's the gun mod, it's compatible with a lot of mods I assume. Try referring to if there's anything to fix it in FAQ, or put in a bug report if anything.

You can't with just the base skin editor, though if you know how to use Blockbench you can probably replace one of the models to look like an enderman
simply copy the model and place the correct parts in the correct spots
